Foreign policy commitments are made in one part of a state and executed in another. Undertakings on economic security, supply-chain resilience and development finance land on departments, provinces and agencies whose capacity was set by an earlier set of priorities.

The join between the two is where commitments quietly stop being real. It is rarely anybody's file, which is what makes it worth watching.
