New research should trace how the same central policy or external investment produces different outcomes across states—and identify which institutional arrangements explain the difference.

How to read the barometer.

  1. Observed Capacity Index: economic conversion, public-goods delivery and shock resilience use linked public observations. Their mean is OCI 49.
  2. Assessed Capacity Judgment: institutional capacity, civic and information integrity, and external conversion use disclosed editorial assessment. Their mean is ACJ 53.
  3. No mixed composite: OCI and ACJ are displayed separately and never averaged together.
  4. Underlying evidence: the six common dimensions are mapped from the original eight-part India release; that more detailed ledger remains available below.
  5. Time: pipeline date and observation year are different. Each observed input retains its own year and comparator count.
  6. Scale: a relative reading is not a grade, target or causal claim.

Known limitations: comparator universes vary by indicator; several flows use single-year values; electricity access is saturated; and unemployment can misread low participation. The common dimensions simplify the presentation but do not discard the underlying evidence.
