Limited employment and declining institutional confidence are turning migration, disengagement and protest into connected systemic pressures rather than separate policy problems.

Three indicators usually sit in three institutions: employment with the labour ministry, migration with the interior ministry or the statistical agency, trust with whoever commissions the survey. Each is reported on its own cycle to its own audience, and the relationship between them is nobody's file.

The evidence-to-decision gap here is not that the data are missing. They exist, they are collected at public expense, and they are legible in isolation. What is missing is a decision-maker positioned to see them together early enough for the response to be a policy rather than a reaction.
