Nepal has skilled responders, substantial local knowledge and institutions that repeatedly mobilize under pressure. What it lacks is the machinery that converts those strengths into reliable national capability before loss becomes irreversible.

The record since 2015

Response has improved. The distance still to travel remains substantial.

The 2015 earthquake and the 2026 Bhotekoshi flood stand apart from the floods, landslides, wildfires and other disasters Nepal endured between them.

Warnings, evacuation and rescue were stronger in 2026. Delayed access to heavy equipment, divided operational authority and late specialist reinforcement still exposed the cost of the missing middle.

What worked

Warning, evacuation and immediate care

  • District authorities called downstream before automated gauge thresholds were crossed.
  • About 1,643 students were evacuated in Bidur; one school compound was destroyed minutes later.
  • The health emergency system and WHO-supported cluster activated within hours.
Where the system broke

The missing middle became visible

  • Road loss stranded heavy equipment while rescuers dug at tunnel sites by hand.
  • First responders worked with limited equipment and without dedicated food rations or emergency supplies for sustained operations.
  • Foreign tunnel-rescue and forensic help was requested only after an initial refusal.
  • Operational command and the public information picture remained divided across institutions.

Relief arrived by network, aircraft and specialist team

The response depended on a large domestic humanitarian network and on foreign capabilities that Nepal could not quickly generate itself.

Its territorial network is a core national capability, although volunteer counts vary across IFRC publications and deployable strength is not stated.

The air-capability decision

More helicopters do not automatically solve the lift problem

Light utility helicopters, heavy external lift, fixed-wing cargo delivery and valley-level flight coordination solve different problems.

How to read the figures

These tracks cannot be added into one total. Actual expenditure, reconstruction costs, opening allocations, damage, economic losses, assessed needs, pledges, loans and grants overlap or measure different things. The FY2023/24 NDRRMA actual exceeded its opening budget because later transfers and relief spending are reflected in the reported outturn. The US$1.7bn recorded for FY2020/21 is total aid across all sectors, not reconstruction spending.
