That regulators and the public lack a consistent way to compare corporate public-goods exposure across sectors, so systemic importance goes unmeasured until something fails.
Companies now supply, and can withdraw, conditions that societies depend on: connectivity, payments, energy, the information environment, employment in places with few alternatives.
Rating them is the common response and the wrong one. A single score merges questions that need different remedies — high systemic importance with high transparency is a different problem from high systemic importance without it.
Consistent, comparable disclosure across firms and sectors. This is presently the largest constraint on the entire strand of work.
